rJPa is actually not an encoder, but a frontend to the Xing tompg MP1/2/3 encoder, which is illegally distributed with the program (tompg.exe mysteriously appears in \Windows\System32 after the installlation, and rJPa stops encoding if you delete it).

At least, unlike other tompg rip-off encoders, the rJPa author credits Xing in the About interface.

A playlist builder is included in the installation. Might be an useful tool for players that can read .m3u files but do not feature a playlist manager.
